Hi glen & welcome to the forum. I've not grown summer jasmine here as I think it might struggle in the cold wet winters outdoors but yours sounds as though it grows well & in is a mild enough area & getting a fair bit of sun. The only thing I can think of is maybe it's to do with pruning? Summer jasmines are best lightly pruned in late summer or early autumn after flowering has finished but if you cut it back very hard it will take a couple of years until it flowers again, other than that maybe it needs feeding?

Hi glen and welcome to our forum I have a summer Jasmine in a pot, too cold to grow it in the ground up where I live, but I feed mine well with a high potash food (flower power) and dead head it after flowering and it flowers well every year. Maybe tomato food would be good too.
