Do they copious watering ? If they do then maybe give them a few doses of Miracle Grow - i use this every year, follow the directions (most people don't, they are : weekly feeds from the months March to September) and it'll improve the performances of all plants. In the time i've taken to post this i see you've now logged off so you'll not get this for a while now

Two very different plants joysie. the Campanula as Louise says probably needs feeding. If it is growing healthily, tip the balance more heavily towards potassium (tomato food) to get it to flower.
The Passion flower needs some amount of older wood before it will flower. They can be shy at first to flower when young where they make loads of growth (which is good) and start flowering on the shoots that come off this wood the following year. Again, the occasional liquid feed with tomato food will help tip the balance in favour of flowers and will also ripen wood which will make it hardier for the winter.

A bit of sunshine would help them both - it's raining here for the 5th consecutive day and my passion flower looks very sorry for itself
