Although I cut off these unproductive shoots every year I wonder when is the optimum time to do this, both for apple and pear trees? I tend to do it after the leaves fall but that may not necessarily be the best time.

Depends on what you want. If you want these shoots to become fruit bearing, then you prune in August/September as the tree begins to slow down. If you want new growth then you prune in Winter.

Cheers GL. I usually go with my instinct anyway. Keeping the trees to size is all that is required plus getting rid of unproductive shoots.

In that case I would prune them back to 3 buds from the point of origin, now. Just about to do ours, a bit late but it keeps raining.

Yes GL. Pruning in winter causes the water shoots.
