What it could be is a special issue for a particular shop, you get them sometimes in Tesco or W.H.Smiths & they have 'exclusive' extra gifts ( I got 5 extra packs of seeds free once with a garden mag. in Tesco!), it doesn't look like there were any free seeds advertised for the mag. so maybe that's the case, it would be annoying if you didn't get it as a subscriber though but I suppose they'd say it was out of their hands.

I bought a copy from Tesco which had the calendar and two free packs of seeds - Nasturtium 'Saucy Rascal' and Sweet Pea 'True Fragrance Mix'. The mag. cover does mention the free gifts and that they are worth £8.50. I think Amateur Gardening had three free seeds also but that was exclusive to Tesco.
Might be worth getting hold of customer service at Garden News and ask them.
