My friend has just moved house and at one side there is a small leaved white flowering Hebe which is very neglected,the top of the hedge is hanging over a wire netting fence into the neighbours garden so they are getting to see the flowers and my friend just has the brown bits,if she cuts the hedge to ground level will it reshoot?

Only cut back to where you can see new growth. Some Hebes don't like being hard pruned, I'm afraid - I speak from experience!
