I would suggest that it is a good time to move your stellata, but you must not break any of the thongy roots at all and have your new planting hole larger and ready. You did not say what age the M. stellata is. Magnolias like a slightly acidic soil, but it will grow fine if it is neutral or not very alkaline, so add the right balance, just in the form of a little ericaceous compost mixed in the new hole to start with. They are not deep rooted, but you really must be careful, more than with other shrubs. If you think back, I would think that you have damaged the roots of the first Magnolia. If this happens, they can die after a few years of looking alright.
