Does this mean that we all have to go out and buy a whole new set of rings?

The sizes that Tel has posted is correct yes the ring for poms has gone up to 55mm the sizes are ring sizes and are the maximum sizes for judging if the bloom touches the ring then the exhibit should be NAS
The classification sizes are giant should be over 250mm 10" Large between 8" and10" 200mm - 250mm Medium between 6" -8" 150mm - 200mm Small between 4" - 6" 100mm - 150mm Miniature blooms usually not exceeding 4" or100mm Large pom usually over 2" upto 3" 50mm - 75mm Pompon 2" or 50mm These are the sizes internationally recognised and are measured for garden purposes. Some cultivars that are near the borders of the next qualification size then some have been duel classified eg Hillcrest Candy (medium or large) Jomanda (miniature or small) and Mary's Jomanda (miniature or small)

If a Dahlia is dual classified (Marys J in particular) may I enter it in both miniature and small categories? If growing this Dahlia as a small, would it need to be grown as close to 6 inch as possible or would anything over 4 inch be acceptable? I also have Hamari Accord which I think is also dual classified.

I also have Hamari Accord which I think is also dual classified. Dual classification, means the variety can be entered in either of the classes or both. Small variety is between 4-6in. Majority of growers try to raise their blooms, to the top end of the size allowed, without touching the ring.

Cheers Tel, helpful as it gives me another show category option. Most seem to keep MJ as a miniature though from what I've seen. All useful advice on here!
