On this new rootstock, the trees should be 2.5 to 3 m tall, so should not need much pruning. However, if they are over this, do prune them immediately before the growth is too advanced. It could help the roots to establish too without having to carry so much growth.

As they are just 'whips' they need there first prune to encourage 4-5 branches to grow from below the cut to get a 'goblet shape' and create its framework....much like a standard tree

I made a mistake and forgot that plums are drupes, so prune in July. However, this rootstock supports trees from 2.5 to 3 metres and 3 ft would be too small. Are you looking for a hedge like Prunus cerasifera? That should still be fairly tall.
