Can anyone suggest what I can do with it please ... like can I cut it back, how and when, etc ?

I've never grown plumbago Eli, I think it might be too tender to survive the cold & wet here, is yours planted in the ground outside? The RHS advice is to prune in early spring but it depends on whether you're growing it as a climber or loose shrub & what shape you want to train it in. It's in 'pruning group 12' & this is their guide :-

Sometimes I keep it in the shelter all year round.
