We had a family like that for a few years next to us at our old house grindle, they would get out of their car on the drive & just throw their litter out onto the path & leave anything they didn't want in the front garden - including a dirty old corduroy sofa which they left to rot - it was a private rental but eventually the council made them pay to have the sofa removed (after months of people complaining). When they eventually left they apparently left the house in a total state & left piles of rubbish in the front garden - I actually went round & cleared as much as I could fit into their bins! Some people just expect everyone else to clear up their mess as if it's their right, hope you get the situation sorted with your neighbour, it just gets you down to have to look at it doesn't it.

I've taken photos this morning and will give the council an ultimatum, next step environmental health, as with the weather warming up it's going to become a health hazard. Monday is collection day, so we will see how much, if any is put out
