The leaves on my rocket plants were punctured with tiny holes and drooped immediately. This all happened in 24 hours, yet they are (were) growing well right next to the lettuce. The lettuce is untouched. I have never had trouble with rocket before. Even if the insect is identified, I would not spray rocket because I eat it. I wonder if anyone else has had this problem.

It'll be flea beetles Cherry. they love brassicas & rocket, if you've got rapeseed growing in fields near you they fly in from there. They target seedlings in particular so maybe you could cover the plants in fine mesh/netting until they get big enough to survive & not be so soft tasty & appealing.

Thanks SueA. This sounds about right. I think it is too late to cover them as they are shocked and traumatised. I will have to buy rocket, which goes against the grain.
