potato leaf problem

They've been grown in raised beds of topsoil and cow manure with a general fertiliser added aparently.

Are they in full sun?? the leaves are yellow and the soil looks very dry tattys love damp soil.

I heard somewhere that it can leach out nitrogen when relatively fresh. Maybe a handfull of Cook pellets would help.
